2.4.9 build without dbi

Hello gnucashers,

I've been running Gnucash on FreeBSD for several years - built via the 
port. Unfortunately, the port is still at 2.4.7. I wanted to try 2.4.9 
so I modified the port to build that version instead. But it doesn't 
build - it dies trying to include dbi.h despite me having configured it 
without the database backend. Before I investigate this any further, I 
just wanted to check whether this was a deliberate change in 2.4.9 - is 
there some reason that dbi needs to be present?
