Yes. You're missing that scrollkeeper is optional, and that those commands are
invoked only if ENABLE_SK='yes'. Your earlier question was about wording in the
README, not about the code. You could have built and installed gnucash-docs without installing Rarian by passing --disable-scrollkeeper to configure, but had you done
so it wouldn't have worked with Yelp and you wouldn't have been happy. 
--disable-scrollkeeper is for Mac and Windows which don't have Yelp and so have 
no use for scrollkeeper and its omf files.
