Adding:

https_proxy = http://1.2.3.4:5/
http_proxy = http://1.2.3.4:5/
ftp_proxy = http://1.2.3.4:5/


to C:\gcdev64\msys2\etc\wgetrc, where 1.2.3.4:5 is the proxy IP address &
port at my workplace (no it's not really that) makes pacman work with the
office proxy.

I also uncommented (in etc/pacman.conf):
XferCommand = /usr/bin/wget --passive-ftp -c -O %o %u

according to instructions here:

pacman is now working....
