Building GnuCash on Windows

Hello developers.

I've been following all the online instructions to build GnuCash on windows
10. 

I'm using the tip of the 5.6 repo and downloaded setup-mingw64.ps1 as
instructed on the wiki and have been working through the issues I've
encountered, but a couple of them seem like its just broken on this platform
so im seeking advice from those who know.?

I've been converting the build script to python partly for my own
edification and partly because PS scripts are opaque to me and pycharm has a
better debugger interface (as far as I know)

A couple of the curious issues I've encountered w/ PS build script

*	msys2-x86_64-latest.exe installer invocation wants to use "input.qs"
that appears to be a resource not supplied by the script. However the
webpage for this installer specifies some cmdline options that "work" -
install the package anyway
*	the htmlhelp.exe installer specified in the script is v1.3 and won't
install because it appears a v1.4 is baked into windows 10 (?). Fails
because a more recent version is already present.
*	I'm currently stuck on downloading the prebuilt webkitgtk3 package.
