Derek,

.../etc/gnucash/environment is the file built and distributed with GnuCash. Geert added environment.local as an option that wouldn’t be overwritten in 2017 (commit bbea5061); unfortunately it’s on the same path in the GnuCash installation directory instead of GNC_CONFIG_DIR so it still gets blown up in some cases.
