QIF import improvements + gnc_numeric sigfigs support

FYI, hash-fold doesn't exist in guile 1.3.  That's the cause of my
errors.  Unfortunately I'm not aware of a good workaround.  Either we
can't use hash-fold, or perhaps we could 'define' hash-fold for the
guile 1.3 environment.
