Add scrollbars to 'lot clist' in Lot viewer

GUI changes should primarily be occuring against the gnome2 branch in
CVS; is there any particular reason to do this change against HEAD
instead of the gnome2 branch?

Hmm.  That's odd.  That file has been fine for over 5 years.  Why should
it change now?

What version of the autotools are on your system?
