A message under this subject heading just arrived with base 64
encoding. I suggest that for e-mail lists, the appropriate cross
platform language is plain ASCII. Some people may have mail readers
that perform various proprietary stunts, but not everyone. If I knew
the message was important, I could take the steps to un-MIME it, but
it would be nice to know if it were of interest without taking those
extra steps.
