You'll need guile whether you'll write scripts or not. Parts of the
system (reports, qif import and the main loop) are written using
scheme (of the guile dialect).
slib (at least on a debian system) is installed in /usr/share/slib
with a link from /usr/share/guile/1.4/slib to this directory. You
then must run guile -c "(use-modules (ice-9 slib)) (require 'new
catalog)" to generate the file that lets guile interface with slib.
