Yes, this runs during make (I was wrong in my first mail)
Now I use m4_1.4 with the last update from FreeBSD (22.10.)

There was almost no change. The file grew to 340MB - then I canceled

then I tried without "make"

m4 base-objects.m4>base-autogen.c

the same result

How big gets this file "normally"?
