Weather, and my brain, a little better today. I only mentioned doxygen as an 
example since it was referred to in the original post. But there must be some 
set of core skills required for each class of contributor. I just thought it 
might be helpful if these were specified up front. Give us something useful to 
do while waiting for Benoit's next report.
