Display of the locale language

Hmm, I remember this error message. Some months ago Netscape 4 showed it and
refused to start. There was no solution - until I reinstalled the
'xlibs'-package. It was a reinstallation, not an upgrade. The System
was a i386 Debian/Woody, I do not know the glibc/locales-version.
