installing gnucash-docs-1.7.7

I followed these steps on SuSE 8.1 attempting to get the docs after 
successfully building and installing gnucash 1.7.7 (unfortunately without HBCI 
yet): 
  
get and untar gnucash-docs-1.7.7

"make install" wants to do downloads as root?  
I don't think so!  
what is this?
