Cap gains question

I am not an accountant but the usual treatment of
interest is as income from a contract of sorts not
a change in the value of the underlying asset. Interest comes from
"renting" money to someone else and so is current income. A similar
situation occcurs with dividends. Dividends are
distributions of profits and do not directly change the value of the
underlying stock, mutual fund, ... Dividends may be reinvested but this is a
new purchase of assets.

My experience is restricted to the USA, so the story may be different
elsewhere.
