I always preferred .tsv format to .csv format, since I have run into 
data with embedded commas and, while in some situations they can be 
escaped, it is a PITA to do so. Embedded tabs are much more rare in my 
experience.

I would not suppose tax tables would have this problem, but who knows?

There is a @#$% of a lot more to figuring out taxes than mere tax 
tables. TurboTax is quite a mess and big.
