You can create the template by:

        File -> Export Accounts

to create the XML of the Chart of Accounts, and then hand-editing the
XML to make it look like a .gnucash-xea file.  Then send that file to
gnucash-patches (be sure you're subscribed first otherwise it wont get
through in a timely fashion).
