I don't know of the SinceLastRun is run when you Open a file or only
when you start GnuCash..  It may be the latter, which means that
File -> Open (or File -> Open Recent) wont cause the dialog to
execute.  Try running "gnucash /path/to/backup-file.xac" from the
commandline.
