Foreign currency account not balancing

What version of GnuCash are you using?  How are you entering the money transfer
into gnucash?  If you are not being prompted for an exchange rate when you
enter the transfer then gnucash has no idea what to apply.  Depending on your
particular version this bug may have been fixed (or introduced).
