Tax settings for other countries

You should look in:

 src/tax/us
 src/report/locale-specific/us

Unfortunately at the moment we don't have a good locale-loader, so
everything is under us (even the german one).  Hopefully we can fix
this for a future release.  But for now you should just look to see
how the german version is hooked in.
