Works fine for me at this end. I can browse the site 
http://www.oasis-open.org/docbook/
and read the DTD
http://www.oasis-open.org/docbook/xml/4.1.2/docbookx.dtd

I think you need to re-check your connection - if the site was down before it 
is back now.

Some people won't have the local file, or it won't always be installed at the 
same location.
