Subject: DFAS Announces Date to Return Paper Invoices as Unpaid Items

As many of you know, the Defense Department has been congressionally
mandated, by public law, to require its vendors to submit all invoices
electronically. This new mandate should greatly increase your ability to
get paid more quickly, reduce the number of invoices being returned to you,
and speed up the receipt/acceptance process.

At FGRRB's conference last week, DFAS announced that its largest payment
directorate ($125 billion a year and 1.2 million invoices) is now
systematically capable and will begin returning paper invoices to vendors as
unpaid items effective June 1, 2005. Paper Invoices sent to the Marine
Corps are already being returned as unpaid items. DFAS will be notifying
its vendors, in April 2005, of this initiative.

About Us: FGRRB is a nationally recognized trade association which has
assisted Defense Agencies in training 1000's of Defense Contractors
regarding the use of DoD's mandatory electronic invoice; specifically in the
use of Wide Area WorkFlow.

FGRRB is hosting several regional training conferences and Wide Area
WorkFlow Computer Labs (as found below - click city link for more
information): FGRRB has received approval for an Anchorage, Alaska
conference, July 14-15, 2005. If you may be interested attending this
session please let us know as we are conducting an informal poll to see if a
session is needed in Alaska.

Speakers and trainers for these sessions are from the federal agencies. In
addition, FGRRB will be providing computer lab training with Wide Area
WorkFlow (form of electronic invoicing), the most current version of which
includes Public/Cost Vouchers. Wide Area WorkFlow now includes pay requests
for virtually all types of invoices.

In addition to the Wide Area WorkFlow Computer Lab the conference will cover
many other topics designed to get you paid more quickly. Topics include:

Prompt Pay Act-Learn how to get paid interest and additional penalties if
you are not paid on time.

Payment Processes-Hear about the life cycle of your invoice; including
proper routing and distribution.

Collection Activities-Who to call for the problem invoice. Phone numbers
and email addresses are also provided.

Vendor Payment Inquiry System/myInvoice-Learn how to access the Defense
Departments invoice inquiry system. This allows you at the click of a mouse
to examine all your invoices and see the payment status.

Electronic Data Access (EDA)- EDA allows you to view online all of your
contracts and modifications to contracts.

WORKSHOP-Because most of the speakers are from federal agencies including
the payment arm (DFAS) for the Defense Department you may bring along any
and all invoices for which you are experiencing pay delays. Often these
workshops will create payment for you within 7 days.

For those of you who cannot make any of the conferences, you may like to
know that we offer the Presentation binders for sale. These binders have
hard copies of the PowerPoint presentations used at our conference and Wide
Area Workflow lab. Please visit <http://fgrrb.org/Products.html>
http://fgrrb.org/Products.html for additional information.

These are just a few topics being covered during these 2-day conferences.
The Director of FGRRB, George Reaver, has over 20 years experience in the
federal government finance and contracting arena. FGRRB provides
conferences in nearly every state, while training both the largest and
smallest of contractors. Our website, as well as the website for these
conferences, is <http://www.fgrrb.org/> www.fgrrb.org. It provides many
more details regarding these topics and the federal agencies providing the
training. For additional information, please contact us at
