That looks like an awfully short file to be holding 3 transactions. OFX
files are just text, so you could look at the contents to see if it
looks like the transactions are there.

I haven't seen a financial setup that allows one to export records
selected by anything other than date block. Some will even only give you
a set number of days back from the present (expecting your software to
filter out duplicates). Some also say they will only download items new
since your last download, but I suspect that is really just a shell game
for the "fixed number of days back, and the software prevents duplicates
from appearing".
Again, look at the contents of the file to see if it holds transactions
or error messages.
