Unable to select TXF categories for accounts

In the Tax Information dialog you're referring to, after selecting the
account in the left-hand panel, you must indicate that the account is
tax-related at the top of the right-hand of the dialog, then you are
free to further specify which TXF category is relevant.

You can also indicate that the account is "Tax Related" in the Edit
Account dialog, though you can't select the TXF categories there.
