GIMP can't open TIFF files...

After upgrading to Modular X (7.0-r1) GIMP is suddenly TIFF blind:
GIMP: Opening '/home/mike/8f302215.tif' failed: Unknown file type

file returns

8f302215.tif: TIFF image data, little-endian

GIMP has no trouble opening a jpeg, and all of the other graphics types
work fine.

How does GIMP decide if it knows about a TIFF file? Is it looking for
some lib in particular?
