Missing Help

I have installed version 1.9.7 which looks really great. However, there is no 
Help. When I click the Help menu bar irem and select either the Tutorial and 
Concepts or Content items I get nothing. The Tip of the Day and About work.

I installed the latest Docs from SourceForge but that didn't change the 
situation.

What am I missing?
