Confused by PayPal -- don't know how to enter PayPal transactions

I am having trouble understanding how to match PayPal's transactions to
GnuCash splits. I cannot get things to balance. I don't even know if
PayPal is screwing with me or if I just don't have a clue about the
accounting or what -- it is entirely possible that PayPal is ripping me
off or something subtle. I am beginning to suspect that the cash back
bonuses only work if you already have a balance or something.

Can someone who has some vauge knowledge of accounting have a look at
the PDF files in the tarball at the URL:

http://www.deepsoft.com/PayPal-10-2006.tar.gz

I am using gnucash 2.0.1 under CentOS 4.4, installed from the
gnucash-2.0.1-4.rhel4 RPM I downloaded from
http://people.redhat.com/notting/gnucash/2.0/ GnuCash is behaving just
fine, except it is telling me that the balance on my PayPal Debit card
is positive, but PayPal says it is zero or negative and I have no clue
as to what is wrong.
