problem posting invoices

Ok I set my locale as below and the same thing happens?
Any other suggestions. I also set my preferences > accounts Default
Currency to Choose  and CAD (Canadian Dollar). It is strange that above
Choose on this screen Locale still shows USD (US Dollar),
