open up a console, via Start > Run as ... cmd.exe
cd C:\Program Files\gnucash\bin

then issue
gconftool-2 --recursive-unset /apps/gnucash/history

or if you prefer to reset all gconf-stored gnucash settings
gconftool-2 --recursive-unset /apps/gnucash
