Installing Finance::Quote

I have installed gnucash on Vista, and am trying to install the Finance::Quote module.  I located gnc-fq-update in my program files, but am not sure what to do after that.   I don't know how to open a root shell on Vista.  Appreciate any help you can provide.  Is there a reason for not installing the  Finance::Quote module along with the gnucash exe installation?
