Is it possible to manually enter a scheduled transaction whenever I want?

You don't need to restart; just use the {Actions > Scheduled Transactions >
Since Last Run} menu item.

Yes it would, but this feature does not exist.  I believe there's a Request
For Enhancement bug open for it.
