IIF import

[Derek Atkins]

There was one person I was taking to who supposedly wrote something
in PERL or Python (sorry, I don't remember which) that was able
to parse IIF..  I don't recall if it was on -user or -devel.
I encouraged him to write one in C so we could use it..
