Yes, this is the case.  It's... unfortunate, but it's the way
it was originally done.  Not trying to knock the developer
who implemented "saved reports", but it is sort of a hack
instead of a well-designed feature.

I'm 99% sure that when you "export" the account tree you'll
end up with new Account GUIDs.   So yes, you'd need a new
set of reports.
