Windows Vista AQBanking/QT Error

I never got a response to this, I see someone else asked earlier this 
year in this list and someone else in the Dev list.. I am not sure the 
next step...should I add this as a bug? I realize it seems to be with 
the AQ/QT setup, but since GNUcash performed the install, I am not sure 
where the trouble lies.

Any help would be appreciated.
