sorry, honestly, I don't know. I don't run a gnome system myself,
neither windows, so I'm doubly not helpful beyond pointing to the
documentation.

in whatever is equivalent to $HOME on your system you can probably
create ./gtkrc-2.0 but that's just a guess.
