That's because it doesn't exist.

And Derek is telling you that it's (probably) not necessary to worry
about the version mis-match -- you can (probably) move files back and
forth between them; the format hasn't changed. And, if you choose not
to believe that, and since what's available from Ubuntu for the
version you are using is 2.2.4, you could install 2.2.4 on your
Windows machine. It's available on the gnucash website.
