scheme code for generating calculated splits? (payroll)

I saw a reference to some code back in 2005 to generate splits for payroll deductions.
What's the status of that?  Can it be done without developing the GUI code?


It's for the case of paying an employee and taking out withheld taxes and recording employer
liabilities for taxes.

  --Employment Insurance
  --Pension Plan
  --Federal Tax
