Feature request.

A whuile ago I suggested that the date format when importing QIFs should match 
the locale.  I was told to lodge a feature request but did nothing about it.

Now feature requests seem to be part of Bugzilla, if I understand it 
correctly.  The site has one link covering feature requests and bugs, which 
directs me to Bugzilla.  But it is not really a bug.  It is a change that was 
not included.

Do I have the procedure right?
