Windows XP Saving Presences

Hello. I hope this is the correct forum location for this.
I am having troubles saving preferences. I installed 2.2.8 gnucash on my
work laptop running WinXP Pro SP3. Everything works fine. I then installed
it on my home PC running WinXP Pro SP3. However, I am not sure what
happened when I installed, but I cannot save any preferences. In
particular, I cannot stop the tip of the day messages at startup, or the
auto save notification. When I uncheck those settings in the appropriate
menu, they do not stay unchecked if I look in the menu again. Further, I
noted that gnucash is not starting up loading the last accounts I had been
using like on my laptop. I have tried uninstalling and reinstalling with no
change in behavior. Is there a config file or registry where I can tweak
those and other settings? I'd like it to not give me a daily tip, start
with the last accounts I had open and not prompt me for a save every 5
minutes.
