This sounds pretty similar to 
http://bugzilla.gnome.org/show_bug.cgi?id=545915, although that is about 
Vista.  Feel free to add further comments here or there, answering the 
questions I have raised.  I also wonder if there are directories 
involved that GnuCash/GConf is not allowed to write to.  Is there 
anything in the trace files 
(http://wiki.gnucash.org/wiki/Windows#Error_messages) or the system 
event log?
