automatic online quote under Vista

I'm trying to get automatic currency converter working. But when I go
to Tools -> Price Editor and click the "Get Quotes" option, I get
error: "Unable to retrieve quotes for these items: CURRENCY:HKD".

I have installed Perl from ActiveState (under c:\perl) and installed
the Finance::Quote CPAN module via cpan. When I execute gnc-fq-update
(under c:\program files\gnucash\bin), I get lots of output and it
"fails" with the following:

'cl' is not recognized as an internal or external command,
operable program or batch file.
NMAKE : fatal error U1077: 'C:\Windows\system32\cmd.exe' : return code '0x1'
Stop.
  GAAS/HTML-Parser-3.60.tar.gz
  nmake -- NOT OK
Running make test
  Can't test without successful make
Running make install
  Make had returned bad status, install seems impossible
HTML::TableExtract is up to date (2.10).
Crypt::SSLeay is up to date (0.57).
Finance::Quote is up to date (1.16).
