BILL PAYMENT OPTION?

Unfortunately, no. As far as I know, there is no testing server available at a price an open source project can afford. Downloading transactions and making a mistake is pretty easy to correct and has few consequences. Uploading the wrong payment detail can have some pretty nasty consequences. No sane developer would take that risk.
