No Notes for Scheduled Transactions

I have submitted bug 616093, which makes the Notes field in scheduled 
transactions editable, by invoking double-line mode in the scheduled 
transaction editor.  My question is, why was double-line mode forced off 
in the editor (see bug 616093 for more information). Notes are not 
copied to the scheduled transaction model, when the schedule is made.  
If they are also not editable, then the user has no choice for Notes in 
the scheduled transaction.
