Yes, of course. You can download the docbook source from https://sourceforge.net/projects/gnucash/files/gnucash-docs/2.2.0/gnucash-docs-2.2.0.tar.gz/download
but you'll have to build them.

The docs are included with the OSX application bundle.

For Linux, look for a package called "gnucash-docs" or something similar from your distribution.

For Windows, I'm not sure where to get them.
