Creating a "functional specification" isn't the task of programmers but 
users. Of course the users will probably need the assistance of an 
analyst since from the user point of view an application is supposed to 
do what it does MOST of the time and it is rather hard for users to 
visualize all the possible exception situations that might occur. Here I 
am not speaking of exceptions in terms of the "programming" but in the 
use of the applications (yes of course, the user is SUPPOSED to enter 
all of the required data before hitting enter -- but if she doesn't?)

As long as it doesn't hang or loop, in the absence of a proper 
specification WHATEVER a program does is "correct" (but that behavior 
might be far from what the user wants, needs, or expects).
