"Edit exchange rate" has stopped working (2.2.9)

Actually you should be able to.
The transactions contain the exact numbers for both currencies and
after a transactions is done, exchange rates are only used to calculate
totals if the parent account has another currency.

It seems that Gnucash completely breaks if the sum in one currency
becomes 0 while it stays !=0 in the other. (It frequently does that. Don´t
know why.) The only way to repair that so far was to use the very basic
Editor from jGnucashLib and enter the desired value+quantity in currencies, then
save. I designed that one to show and edit 2 currencies at the same time
for a split if the currency of transaction and split-account are different.

(quantity=value in the currency of the account, value=value in the currency
of the transaction)
