I'm afraid I don't know where %HOME% would be on Windows..  It should
probably be C:\Users\jdunham\.gnucash\config.user -- no, that file does
not already exist, you have to create it.  As for it not doing what you
want, did you provide the correct load-path?

Also, note that in 2.3.x GnuCash will auto-load all the reports in the
install dir, so you can just drop your new report into the install
directory and gnucash will autoload it.  I know that doesn't help you
with 2.2.9, but at least going forward it will be easier to drop in a
custom report.
