I've just experienced the same problem with one of two gnucash files - the
other one was fine. The problem was evident on both Windows and Linux. I
found that if I closed the invoice register window that was opened when the
problem first started, I was able to size the gnucash window normally, I
ended up clearing the compress file option in Edit->Options->General and
looking at the raw XML. I found that the </invoice:notes> tag for that
invoice was preceded by a lot - and I mean a lot - of spaces. Deleting the
spaces so that the tag lined up properly and saving the file fixed the
problem.

You might want to try closing the different registers you have open to see
if you have a similar problem.
