Budgets, Reports, and 2.3.x Stability?

2.3.8 is still a testing series, but it's getting close to the end of
the test.  2.3.9 is due to be feature-frozen, and 2.3.10 string-frozen,
which would put 2.4.0 out sometime around March.   YMMV.
