Unable to enter new account heirarchy setup

It should be the same in GnuCash 2.2.7. If it doesn't ask you when you start 
the program (it's possible it automatically loads your previous 1.8 data 
file), you can choose File->New->New File. That should also open the assistant 
that guides you through the setup of a new account hierarchy.

By the way, note that 2.2.9 is the latest stable and recommended release. If 
you can, it's best to use that version.
