That button is called "Reload" (yes, "Refresh" might be a better word, but reports are displayed in a browser window so the toolbar is from the browser, and "Reload" is what browsers use), and it's in the middle toolbar on report windows/pages. The browser interface isn't reflected in the menus, so there isn't a menu item for it.
